Buyouts may not prevent layoffs in Northeast Ohio’s second largest city (WKSU Kent State University)

Akron Mayor Don Plusquellic says he doesn’t want to lay off police officers and firefighters. But, he also says he doubts an employee buyout plan will get enough takers to avert layoffs; and he says the police union may be why. WKSU’s Tim Rudell reports.
