Cleveland: Judge issues order to prevent layoffs (WKYC Cleveland)
CLEVELAND — On Wednesday, a judge issued a temporary restraining order that will prevent the City of Cleveland from implementing its staffing plan designed to manage vacancies created by layoffs that took affect on Monday (Jan. 11).
