Diebold: Gov’t. reorganization might spare police, fire layoffs (Newark Advocate)

NEWARK — To avoid layoffs of police officers and firefighters, Mayor Bob Diebold said Thursday he needs to cut more than $1 million out of the budget by 2011 by reorganizing the management of the city.
