Muncie turns away volunteer police officers after layoffs (Palladium-Item)

MUNCIE, Ind. — Muncie is having to give up about two dozen volunteer police officers with the layoffs of five rookie police officers. A provision of the city’s contract with its police union prohibits the use of reserve officers while regular officers are laid off.
