New Davlin offer: No-layoff guarantee, 6 furlough days, postpone raises (The State Journal-Register)
Mayor Tim Davlin on Thursday offered city government unions a six-month no-layoff guarantee if employees agree to take six furlough days and postpone promised pay raises.
