Rockland plans fees, layoffs, cutbacks; workers protest at Carlucci's office

Rockland County will lay off 150 workers, cut funding to programs and begin charging new fees to residents and businesses under a plan announced Thursday by County Executive C. Scott Vanderhoef. "None of it is pleasant," Vanderhoef said.
