Quinn outlines $1 billion in cuts, layoffs (WGN TV Chicago)

Gov. Pat Quinn will use a combination of state employee layoffs, furloughs and cuts in healthcare, prison and other programs to reduce $1 billion in spending, according to a draft of the plan he is set to announce today.
